The Humphrey Fellowship program is aimed at students and researchers who wish to enhance their leadership skills through an exchange of knowledge and understanding on common issues with both the U.S. and their home countries.

Application Process for 2024-2025:
Stage 1: National Screening
- Applications are reviewed by Binational Fulbright Commissions/Foundations or the Public Affairs Sections of U.S. Embassies.
- Embassies and Commissions invite selected applicants for interviews and determine nominations for further consideration.
Stage 2: Screening by the Institute of International Education (IIE)
- Embassies and Commissions submit nominations to IIE in Washington, D.C. by July 1.
- IIE reviews applications for basic eligibility and forms regional Candidate Review Committees (CRC) to evaluate applications.
Stage 3: Candidate Review Committees
- CRCs meet in Washington, D.C. in December to assess applications.
- Independent expert panelists review applications from specific regions of the world.
Stage 4: Approval by the J. William Fulbright Foreign Scholarship Board
- The Fulbright Foreign Scholarship Board supervises the Humphrey Fellowship Program and has final authority for selecting fellows.
Stage 5: Placement of Selected Humphrey Fellows
- Approved candidates are placed at U.S. universities based on their fields of study and program plans expressed in their applications.

The application deadline for the Humphrey Scholarship for the class of 2024-2025 is July 1, 2023. However, Embassies and Commissions must submit their nominations to IIE by October 1, 2023.

The Humphrey Program is demanding, and there is no additional maintenance allowance for dependents.
Fellows must provide proof of financial support, adequate insurance coverage for dependents, and child care plans before applying for J-2 visas for their family members.
Not all countries permit Humphrey Fellows to bring their dependents during their Fellowship year. Country-specific policies can be checked with the U.S. Embassy or Binational Fulbright Commission.”
