Morocco was a continuous source of dispute. In April, France was forced to commit substantially more forces to take control of the city of Fez. Therefore, the Germans began to pose challenge French dominance in Morocco by sending a gunship to a closed port, clearly to protect the rights of German citizens.
This resulted in crisis throughout the whole of Europe. Concerned parties arrived at a resolution of sorts when the Germans finally acknowledge the French right to establish a protectorate in Morocco and France in return ceded Germany a small area in the French Congo.
